There are a few rules for a perfect shave (this applies to both men & women):
1) Make sure you use a quality razor...one that has multiple blades is preferable.
2) Make sure the razor is nice and sharp. If you have especially course hair, make sure you replace your razor every few shaves. Otherwise, the dull blade can cause irritation, bumps, ingrowns...it basically will drag across your skin (ouch)!
3) If you are especially sensitive/stubbly, try using a pre-shave treatment. They normally come in the form of a gel or oil. Mario Badescu makes the most amazing one; it's a thick blue gel you apply to the skin underneath your shaving cream:

4) Don't skimp on quality! Most drugstore shaving creams don't have enough emollients to let your razor glide over your skin. Brave Soldier (an athletic skincare line from California) makes this super-thick cream called Brave Shave. It was originally created for athletes who need to have super-smooth skin to perform. If it's good enough for them, it's definitely good enough for us!

5) And lastly...slather on some moisturizer after shaving.
Hope this helps! :-)

I would wax. It is painful, but the results are great and there isn't stubble the next day. You'll probably smooth for atleast a week. Hope I helped!

This is normal with shaving as the hair is just taken out from the surface. Methods like waxing rip them off its roots so ure smoother for longer. But the down part is you need to have a certain length before you wax.

You could try a cream like veet which are messy but usually have longer results than shavers
Or if you don't mind it too much use a good wax or an epilator (the braun ones good) It may hurt on the first few trys but you'l get used to it and its worth it x

Yeah I was having the SAME problem. Ugh its horrible. But then i bought the Venus Divine razor, and my legs are incredibly smooth. It has smoothning strips on the top and bottom, so it has a lather when it gets wet. You don't even have to use shaving gel. I definetly recommend it!

When you shave don't go over the sam spots over and over, and don't press hard. Press lightly so you don't get shaving bumps but hard enough so you get the hair off. Don't put lotion on your legs the day you shave because that will cause shaving bumps too. So put conditoner on your legs then rinse and then put baby oil on your legs, and your legs stay smoother longer! I hope this helped!

Try Aveeno Positively Smooth shave gel - it has an ingredient that slows hair growth. http://aveeno.com/products.jsp
The Schick Quattro Razor is my favorite; it gives me the closest shave I've ever had.
You can also try depilatories like Nair.

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods. Waxing usually lasts for 3 weeks, but it is painful. Electrolysis and laser hair removal are "permanent" hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged. A review of the various hair removal methods is available at http://www.hairremoval.in

You could use one of those cremes that you put on your legs and they take the hair away for about a week. Like veet or nair.

try nair, veet, or sally hansen spray on shower off. it is like a lotion that you put on for like 3-6 minutes depending on which one you choose. then you just wash it off. they kind of smell bad but it works!! you don't start getting stubble for like 2 or 3 days! good luck!!
