What would happen if they did try to stop someone from leaving who they wanted to give a parking ticket to?

It depends on your state.

A security officer can only make a citizen arrest only if they feel their life or the life of someone else is in danger.

A security officer can detain someone but only for a brief period of time. Normally it's no more than 45 mins. The law feels if the cops haven't made it there by then then this must not be too much of an offense. Also, you cannot detain against someones will. If they say let me go, I'm not staying. You have to let them go.

Try looking up your states General Statues for PPS which is the Private Protective Services board. This will give you all the laws for Security Officers. Remember there are also company rules as well.

In security your only bound to protect the people, information and property of the client that hired you. Your not there to uphold local government. Your there to deter, observe and report.

In Illinois a security guard can only detain a person for a crime that occurred on the private property they are protecting. Otherwise they have the same power as a citizen.
If you parked in a handicapped or fire zone on the protected property they can shoo you away and if the owner wants they can be given the power of writing a ticket. They cannot arrest.
Illinois does have special police. These people have the power of arrest on the property they protect and usually a few feet around the property. Special police go through a tight licensing procedure. They have no power off property.

A security officer has no more authority to arrest than a normal citizen. However, there are many states which have civil laws still which permit civil arrest, but this must be done with an accredited law enforcement official as witness. Security officers do in most cases have the right to detain an individual who is suspect, but this only applies to infractions which occur on private properties. If the occurrence is on public property they have no right to detain. Politely dismiss yourself in this case.

Most Companies don't allow them to put their hands on people and can be sued for assault and arrested themselves. To detain someone without lawful authority one can reverse it as unlawful kidnapping. Otherwise it has to be local law enforcement!

they are merely a citizen in a uniform.they have no powers of arrest what so e ver.if they detain you ,you have the right to leave

yes they have the authurity to arrest you but still not as much as the police
