The biggest reason not to is that the texture will go - the meat will end up either crumbly or mushy. From a health standpoint, if you've been practicing sanitary food handling practices, you're probably ok, but I'd defrost it and eat it within the next few weeks anyhow - it's already had some exposure to spoilage just be being around for awhile, being handled, marinating.
But yeah, you might be better off cooking it at least part way and tossing it well wrapped into the back/bottom of your fridge and reheating it in the next few days.

No, the only way that you can re-freeze it, would be to cook it and then freeze. I guess this defeats the object of a fresh cooked steak however.

If it was previously frozen I wouldn't...However, if it's a fresh piece of meat you can freeze it with the marinade in a freezer ziplock bag and it will keep for awhile.... I marinate most of my meats and freeze them, it keeps away freezer burn and I don't have to wait to marinade it's done when the meat defrosts

No, you can not refreeze a steak that has been marinating in the refrigerator.

If it has already been frozen once, I wouldn't refreeze it.
