Either. The word itself implies nothing, it's the context that does the implication.

It essentially has two meanings: 1) pure/flawless 2) whole.

I prefer the second.

Perfection in terms of beauty? If so, it's defined as a balance, in terms of people, the most beautiful are considered the most symmetrical generally, as far as facial features go. Currently Christian Bale is the most beautiful male and Naomi Campbell for women. I think I spelled her name right, hah.

(The concept of fitness comes to mind as showing this relation of fitting the standard or the reality).
