Call the police with a good reason to need it. Otherwise you have no right to it.

The DMV or the local police dept. However, you'll need a good reason to get the address. Even then, they may not give it to you. At best, you may be able to have them give the person your name and address. They are restricted by the right of privacy laws.

In Canada, if your interest is personal, you won't get this info without breaking the law (personal information act). In Quebec, some biker gang members were convicted of violating the law.

I don't know for the US, it might be different from State to State.

You don't. Only the police can do that, and they will not share the information.
