Then why if I am doing 70 on the motorway a police car comes sceaming past without any waring signs surley they are breaking the law

Yeah, well, you are probably right depending on where you live. However, they pretty much do whatever they want considering there isn't anyone who is going to pull over the police.

Nope. How do you think they answer a silent code? How do you think they answer any call where they don't want the criminal to know they are coming, because they want to catch him, not warn him away?
If you are hiding in a basement room while a burglar is stealing your valuables, do you want the cops to arrive silently and quickly and catch him in the act, saving all your goods, or do you want him to hear the siren and see the lights, and escape before the cops reach your house?
If you are held at gun point in a bank robbery, do you want the cops to arrive quickly and silently and end the situation, or arrive pre-announced by sirens and lights so the gunmen can take everybody hostage and shoot someone to let the cops know they are serious?

An officer may exceed the speed limit "when traveling in emergencies or in the chase or apprehension of violators of the law or of persons charged with or suspected of a violation..."

The use of lights and sirens is at the officer's discretion and is directed by department policy.

Yes they sure would be breaking the law. Ignore any other answer that says otherwise because they are not correct. Police officers MUST obey the same laws that other drivers have to obide by unless it is an emergency. You should report that police officer for sure if you happened to catch his license plate tag.

Yahbut if they're anything like the cops in my town, when the subject of finding a place to park once came up for a rookie, the in-field super told him to park on the sidewalk. The officer replied "But it's illegal" to which the super replied "But we're the police!"

Report them as soon as possible.
Call your State and/or county representative.
I reported several police in the past and they were disciplined. One cop, answering a call, missed the corner and drove across my lawn and in to my neighbors porch just minutes after she had brought her kids inside.

In recent years, cops have had to change their policies about chasing speeders and the so called "silent response" they sometimes use. There are just too many things that can go wrong and way too many things a driver can't control.
.....90mph in a 35mph zone is just way too fast!!!!!!

Speeding cops kill and injure hundreds of people every year!

The police do what they want. Don't even lose a breath getting upset over it. They don't answer to anyone but themself.

depending on what state you are in. In michigan that is not illegal.
