That he's taking it slower with you... He didn't say he never wanted to see you again, did he?

It sounds like he is either scared (things are getting too close) or he isn't being totally honest about other things going on in his life. Best thing to do is just gather your courage & ask him why the backstep. Follow your instinct on this one if he doesn't give you a believable reason you are comfortable with, then talking to him might only end up hurting you in the long run.
