We love to sing! Old McDonald, Row your boat, Twinkle,Twinkle, Mary had a little lamb, and of course, Jesus loves the little children, B-I-B-L-E, and Jesus Loves Me. They all have a favorite song, and the voice that sings with them is the most beautiful voice they know.
We also play a lot of Hokey Pokey, Red Rover, Kickball, Follow the Leader, Wolves and Sheep ( two or three are wolves, any tagged sheep become wolves till everyone is a wolf), and we make quack and honk noises during Duck Duck Goose. Sometimes we march around the outside of the church, making a joyful noise: they LOVE a Parade!
We make a lot of noises: Simon Says noises and clapping and stomping patterns instead of motions.
There's always carpet squares for jumping across the lake or musical "squares" or hopscotch with masking tape numbers. Also beanbags can be thrown into cleaned laundry jugs or circles taped on the floor, or Hot potatoed or balanced on body parts ala Simon says.
We also have a short story: Kid's Bibles are full of stories that'll keep their attention, esp. if you make the voices.
We start with singing, then lesson, then craft, then snack, then runaround, then more singing, then story and usually more runaround or craft finishing until the parents come. Hope that's Helpful. God Bless.

These work best for me when I teach Sunday School and finish the lesson early....
Action Songs....
Head shoulder knees and toes....
Ring-'round-the Roses
London Bridges
Musical Chairs
Also what is your VBS theme? Also so arts and crafts...small things like I go to my local arts and crafts store and they have little foam visors and some of those little foam sticky sticker things and let them have at....Thats keeps them really busy for at least 30 mins and that can be worked on all weekd.
Also have the draw things that they like and tell you about them...

You could play Hot and Cold. (Hide something in the room, then tell the kids whether their hot*close to the item, or cold*farther from the item). and see which child can retrieve the hidden item first.
Orr you could play hot potato! to music, which is always fun.
another good idea that you can us to get them to settle down and be quiet, is "mystery person". You tell the kids that you are picking a mystery person (one of the children), and your going to watch that child with out the children knowing who it is. And if the mystery person is good through out a certain activity or amount of time.. the entire good will get a prize or surprise.
**basically-- all the children want a prize and since they dont know who you are watching, they will all be good and quiet when u ask them.. Works like a charm!
