A hairdresser fried my hair putting color in-- I had no idea she was using bleach. Now it is frizzy and dry and looks and feels terrible. Will cellophanes make it worse, or help?

Bleach is the only way to dye your hair a lighter color, and hair always looks and feels bad right after using bleach. Cellophane is supposed to help damaged hair, so I don't think there will be a problem. Just ask your hairdresser about it when you go to get the treatment.
