Try to get friends who only speak English, or with whom English is the only common language and talk with them. If they are native speakers and have an accent you like it is even better, but as long as they make you speak the language you will improve.
Back this up by a lot of reading, anything you like in English at first, later try to get books that are written for teens or adults, and read a lot of books with a lot of talking.

And when you think you are good enough, try to get a telephone friendship. (Like a pen-pal, but by phone, skype or something like that.) This will force you to speak English with words only, body language will not work when you have just sounds.
Make sure that you have something in common to talk about, otherwise talking for some time is hard work.

By reading, watching movies with subtitles, or go to an English Class...

(I learned english just by reading on subtitles then asking what those words mean)

well depending how much you know, but i would suggest reading because it will help expand your vocabulary and if you don't understand the meaning of a word look it help i find that helps a lot when your trying to understand a sentence.
