APO's are processed in NY so it's a normal 41c stamp. The best deal for packages are the flat rate boxes otherwise it can cost quite a bit - but still no more than it would to NY.
Make sure you have the proper customs forms for packages - there are two. But you don't need one for letters.

I'm assuming that he is in the armed forces, therefore you aren't really sending to Iraq you are sending it to a general post office where they distribute it, so the cost is the same as mailing the letter anyone in the U.S.

Being oversees and interior the army I certainly have sent and gained some mail. IT would not value something distinctive for postage. the only high priced element is once you start up sending applications. the value of the equipment is determinded by technique of ways plenty the equipment strategies. different severe priced issues are: insurance and show mail. yet on your son to deliver stuff back that's going to possibly be much less high priced or maybe loose for him.

well you can go to the post office and see, that is what I do..but for just a letter to new york it should be standard postage and then new york sends it out on their own, so they cover those charges...but to be safe you can always go to the local post office and get all the info you need.

Whatever the normal cost is because you are only paying for it to get to San Fransisco then the military takes over there and makes sure it gets to the service member.
