Really short of surgery, you can't do much to make them bigger. The trick is to make them "appear" bigger. Get a bra that pushes them up and together. This helps.
If you're really into making the illusion, you can actually paint a cleavage (Keira Knightley had it done for Pirates of the Caribbean). This is probably a bit extreme though.
You can go to Victoria's Secret and talk to a sales associate there if you're comfortable with it--they've seen everything, so don't be embarrassed. They can help you find the right bra for you. Listen to what they say and suggest and don't necessarily buy what they want you to--you can buy a cheaper bra somewhere else that does the same thing if you pay attention to what the specific bra does.
Keep in mind that your boob size doesn't make your who you are or make you sexy. Sexy really emanates from you, not from your boobs. Good luck!

look for Fashion Forms accessories on line, they will solve your problem. But cremes and oils don't work. Just surgery and pregnancy will enhance the size.
