Yes, a teacher can - and I`m not being funny. Only a lanague teacher can instruct you properly in all of the nuances of a new lanague. Tips here and there that you`d get on-line are not worth much unless you already speake the lanague pretty well already.

The best way for you to learn any language these days is to get a video and go for it. Many of them are very easy to learn by. You can also go on-line and enter any website for the language you want to learn and there is help available. It would be very difficult to 'teach'you any language without the ability of you being able to 'hear' and 'repeat' the words you are learning.
