That is a slang term used to refer to all police when the TV seies Hawaii Five-O was popular in the 1980's. The term Five-O came about because Hawaii is the 50th state, and Five -O is a specialized state police unit. Now you got the gist of the story.

Its from a 60's or 70"s TV police drama called Hawaii-5-0, assume the 5-0 has to do with hawaii being the 50th state

But we used to call them "5-dot" because they used to drive Mustang 5.0 (5liters). (milpitas)
