Have you bothered to talk to the guy? Just say that you aren't sure if he knows it or not, but you can hear him crunching on ice cubes very clearly from your cubicle. He will either thank you for making it known to him that he is being noisy and accommodate you or he knows and will not care.
You could always have a radio on low in your cubicle to block out the noise.

Give him pestle and mortar and tell him that'll make getting his crushed ice a lot easier and sooo much less noisy.
(Only recommended if the guy is known for his sense of humor.)

I always find violence to be effective. Go over to his cubicle, pick up his cup of ice, and shove it down his throat. Then smile coyly and say, "chew on that, ice hole."

I don't know how busy your job place is or quiet but try talking to'em and basically try to distract him from doing it. If that doesn't work you could just ask'em to stop but this could either increase or cease his actions. You could also bring your ipod or radio to work.

or you could send him a memo, just don't forget the cover sheet off the TPS reports.

Nicely ask him to stop. "I don't know if you realize this, but I can hear you crunching ice. It's making it hard for me to concentrate. Could you please stop?"
If this doesn't help, let your boss know what's going on and see if he/she can help.

first talk to him...he may not even be aware this is bothering you......second, if he wants to blow you off take it to mgmt....or if you can have a radio or something else to drone him out....
or maybe even find something to drive him nuts....like popping bubble gum....maybe he will get the hint....

Say to him that you really find it distracting and would you "please" stop.
