Make sure it is named as .bmp before you attempt this, open it up in Paint (Start > All Programs > Accessories > Paint), simply go to File > Save As, choose 'JPEG' as the File Type.
Simple as that. :)

You can't just change the file extension because they are written in 2 different codes. You have to change the code. Find a graphic program that allows you to change & save .bmp to .jpg. It should allow you to keep both files instead of deleting the one you change. JPG files are much smaller than BMP. Only change the ones you know aren't used by a program, like photos, because they may not work in the program. Try searching BMP to JPG.

Try Picasa. It's got an option for multiple file extension changes I think. Otherwise google Multiple file extension change jpg...bmp etc.

No open your bmp in paint and then goto save as and then got to save as type (under filename) and choose JPG. And no you can't rename anything in computers just like that because different files are stored different ways.

That's because it hasn't been converted to a .jpg.
You need to open the file in a graphics program then resave the file as a .jpg.
