I'm not a Christian, but the answer is plain. If there is a Hell, and the Christian cosmology is correct, then the answer is God determines the temperature.

Since hell is only 6 feet down (the grave) it would seem it is only slightly cooler than the temperature above ground.

Does it actually say hell will be hot in the Bible? (genuine question) or is it worded "burn in hell"...because burn could be all metaphorical or whatever. i thought hell was more the idea of being separated from God for eternity, and is hell because of that. How hellish that actually is for people remains to be seen.
