The Toyota Corolla has a pretty good reputation for reliability. I have seen many of these reach 200k without major repairs. There is also very low maintenance on these and my recommendation is the Corolla because there much less chance of it breaking down. Also while many cars will last till 200k, the Corolla will get there with the least maintenance cost.
In addition you may consider the Honda Civic, which is just as reliable, but will have higher maintenance costs. Honda's traditionally have higher maintenance costs and repair costs when they do occur. Plus the costs of parts on Honda's are higher than Toyota's.

As stated; most cars with regular maintenance and OIL CHANGES will last 200,000. Just drive it right. Anyone can abuse and dog a car into the dirt. The oil change is said to be the most important thing a person can do to extend the life of the engine. I been kinda looking at those Kia cars, they seem to have some good prices, and some times I have seen them for less than $10,000.
But, I not recommending any one vehicle. Most will last with proper care and regular driving.

so can standard maintainence fix cheaply made engines!? I DONT THINK SO! i hate that answer "any car will last forever if properly maintained". That is the dumbest answer in the history of answers!
if a company uses cheap materials in engine production, no amount of proper oil changes will make it better.
sure, a car that has 19 engine, 15 transmission, 5 sets of shocks/struts replacements will last forever... youre going to be spending 5 times as much on the repairs as you bought the car for, but it will keep going.
if every car made today could last 200,000 miles, there wouldnt be a need for websites or companies based on the reliability of a car!
honda/toyota would be comparable to vw or mercedes.
onto the question. yes, every scion is a sub $15,000 car that has the reliability of toyota.
toyota has amazing reliability, thats second to honda. Toyota bombed on the yaris with the rush to release it, and the flood of problems that came with it.
the base honda civic and fit are in your price range, but you get much better features in the scions for the price.
You said you dont car if its ugly, so you might not be turned off by the 'ghey' interiors of the scions. I personally hate center mounted gauges, and they have them in every scion. but, all the scions look better then the civics or fits.

You can get all kinds of great cars for $15k. Look into Mazda 3 and Toyota Corolla.
