Only those with a conscience feel God is watching. Because they are aware of their actions. They care about what God thinks about their path to salvation. This results in a human judgment whether they are making a good action or a bad one.
Of course, those that do not care, go on living their lives feeling they can do anything without suffering any natural consequences. However, believing in God is just another way of saying you believe in yourself. In truth, we are all watching each other.

That is yes and no, they tend to ignore that He is watching when they are doing wrong things. But, He is still watching.
