I know a 97 year old, has been in this country since 7 years old through green card. Tried to become citizen some years ago, however there was a conflict and INS at the time attempted to deport this individual, the individual's attorney negotiated a deal with the INS court. The individual could stay, however never apply for citizenship. So I'm wondering if the president can grant citizenship.
If so how would one go about it, are there forms??????

The President can't, that I've ever heard of. However, citizenship can be granted by an act of Congress. You might check with your Congressman. If the INS problems were a long time ago, the INS might well be willing to forget it and grant citizenship.

The congress can past it as bill granting citizenship and if the president signs it it becomes law.

There are no forms otherwise everybody would apply for citizenship through him. Granting citizenship is not the same as pardoning someone.

congress man can. check with your state's congress man. I know we had friends that wanted their parents to come visit them. Initially they were denied a visa, but after a letter to congress man - thier parents were able to come visit them here.

If you're refering to Bush, he just waves his arms and poof, he can create all the citizens he wants. Just like his dumb immigration bill he's so anxious to pass.
