First, understand it will take some exercise, and start in on a program with moderation. You don't want to hurt yourself at the beginning. I would suggest some stomach crunches or isometric exercises, and begin slowly until you find how far your muscles can be pushed without pulling.

The first step is to watch what you eat. After you do that for about a month, start doing basic stretches. Their is no way that you can get your stomache to go down without taking the necessary steps first. Touch your finger tips to the floor, hold itfor ten seconds, etc, you know what i mean. go for walks, watch what you eat! drink alot of water, no pop, maybe some coffee. And sit ups work like a dream!

I sympathize and you really just need to lose fat, but the important thing is to diet wthout sacrificing muscle. Therefore something like fasting might not work so well because you will drop muscle tone from your legs and arms without necessarily losing fat from your midsection.
I suggest either trying the Zone diet which cuts calories but keeps protein intake high.
Or try simply cutting all starches out of your diet, i.e. cut out breads, pasta, grains, potatoes, corn, winter squash, and beans (except tofu is ok - the starch has been washed out). If a few bread crumbs sneak in once in a while it will be ok, just watch out for bulk starches. Eat as much fruit as you want if you get sugar cravings, but limit yourself to one banana per day as bananas are very starchy. Also watch out for too much dairy, butter, and cheese but you don't need to cut them out. Eat everything else. Try hard to replace all the starches with vegetables, fruits, and salad greens rather than meats or dairy.

Eat less, move more. There are no magic pills...really.
You're going to have to do the work you've put off for years.
It won't come off in a week or a month. You've spent years packing on the pounds and it will take a year of hard work to get healthy again. If you're sick and tired enough to commit to a change, you can do it.

If you are unable to do crunches it helps to start out by holding in your stomach for counts of 10 then 20 then 30, etc. It may not seem like it will do much but it does.

you need to start with some all over cardio like tapes or walking and lower the calories you are taking in...once the weight comes off the belly will also go down.

because of your weight I would recoment you really need to speak with your doctor before doing any dieting or fitness! ask her/him what they recomend you do and they will be able to help put you on the right track! if your that distraught about your tummy and its causing you real problems they may be able to do something about it on the NHS!!
other than that nice slow walks and cutting down on meal portions will help greatly! take it one step at a time!

at that weight you may want to just start with walking on a treadmill or outside weather permitting. Good luck to you.
