This is a great question, one that understands that both profound and the profane are sacred

God created the plants on the third day. It was many years later that man figured out he could process these plants in a way to harvest their narcotic features. The devil can use anything and turn it into a sin.
Just because God created the plant does not mean he is responsible for the way man abuses it.

plants happen, it was man that discovered the narcotic qualities of them, and for those in great pain, it was a good thing they were discovered. Great pain can cause one to go into shock and die. That some men misuse the gift is not the Creator's fault.

Genesis 1:11-13 "And God went on to say: “Let the earth cause grass to shoot forth, vegetation bearing seed, fruit trees yielding fruit according to their kinds, the seed of which is in it, upon the earth.” And it came to be so. And the earth began to put forth grass, vegetation bearing seed according to its kind and trees yielding fruit, the seed of which is in it according to its kind. Then God saw that [it was] good. And there came to be evening and there came to be morning, a third day."
The Bible does not specifically mention drug use or smoking, but does that mean it is acceptable for Christians to take drugs or smoke?
At 2 Corinthians 7:1 we are told: "Let us cleanse ourselves of every defilement of flesh and spirit, perfecting holiness in God’s fear." Given what we know about the health dangers that come with drug taking and smoking, can someone honestly say they have cleansed themselves of every defilement of flesh if they smoke or take drugs?
Jesus was asked at Matthew 22:34-40, what the greatest commandment was. He responded by saying that it was to love God "with your whole heart and with your whole soul and with your whole mind. This is the greatest and first commandment." By taking mind-altering drugs, a person would not be able to honour the first and greatest command.
At Galations 5:20, Paul spoke of the "practice of spiritism", and those who practice it "will not inherit God's Kingdom." Interestingly, the Greek word 'pharmakia' (from which we get the english word 'pharmacy') used by Bible writers and translated “practice of spiritism” or “spiritistic practices” has the initial meaning of “druggery.” The term came to refer to spiritistic practices because of the close connection between the use of drugs and spiritism, which as Paul stated, is condemmed.
Why did God make plants from which drugs are derived if it is wrong to use them?
Things that are abused usually also have proper uses. That is true of man’s reproductive abilities. It is true of wine. Marijuana is made from the dried leaves and flowering tops of the hemp plant, which provides useful fibers for making rope and cloth. Tobacco leaves, abused by smokers, can also be used in making disinfectants and insecticides. Regarding many of earth’s resources, much is yet to be learned as to how they can be beneficially employed. Even weeds are beneficial in preventing erosion and providing mulch when soil is not under cultivation.
Hope this helps.

God created the plants for other uses, it was man who made them narcotic. We always take something good and make it evil. The gun, atomic energy, hemp.....etc
