Some people are just pigs !
I would of tried to get the plate number and a description
of the van and called the police.

Get their plate number and report them to the police.
Check to see if any of the paper in the trash has their name & address on is.

At one time, the neighborhood "teens" would throw out trash from their cars and it would blow into my yard. Of course, all you can do is go out and pick-up their mess. Some people are just thoughtless.

Pick it up, hand it back to them, and say "you dropped this." After they call you all kinds of names and throw it back at you, call the cops. Harrassment, making terroristic threats, and assault are much more serious charges than littering.
