Israeli and maybe Iran are the only country that has agents close to James Bond. Most agents that are out in the field are there just to gather information, not to kill people. Most U.S. agents are white spies, meaning they don't go out into the field. They read the foreign newspapers, watch the foreign programs, look at satellite photos, break codes and electronically eavesdrop from a CIA HQ or their own home.

"Secret agents" do exist, however not in the same fashion as the type you mentioned. Espionage isn't as "action-oriented" as you find in the movies. It's mostly just data gathering (although they do have to carry a pistol for protection depending on the situation).

yes to a point. a secret agent is never going to be as flamboyant as those characters because anonymity is their only protection. but there are some very prolific spies that are given license to kill

Of course they do - look at the CIA and Valerie Plame. For local governments, probably not, but when it comes to law enforcement - who knows?
