Don't.
There are a lot more criteria than small and minimal shedding that you should decide on.

I'm writing to correct something another poster wrote: corgis are absolutely wonderful dogs (I have one) but they shed like mad. They're also not exactly "little"--the girls are around 25 pounds, the boys are bigger--just short.

If you need an absolutely nonshedding breed, because of allergies, you should choose one of the "hair" breeds--a poodle or bichon, for instance. Most people don't react to these. The disadvantage is that they need regular clipping, which most people have done by a professional groomer, so that's an expense you need to factor in. Also, since the "hair" feature is genetically recessive, you won't find many mixed-breed dogs with it, so you're pretty much limited to purebreds. If you're not allergic but simply don't want to vaccum a lot, you should also look at the shorthaired small breeds as well, e.g. smooth dachshunds, and perhaps visit the local animal shelter to see if they have a mix that might suit you.

dogs that are called no shed need a lot more grooming and should go to a grromer on a regular basis inles you know what you are doing.
tehy need to be kept brushed a lot more, they have 3 layers of hair and teh layer closest to the body actually does shed out and gets caught in teh outer layers so they need to be bushed and in layers not just run a brush over the outer layer.
tehy need tehir ears plucked and should have their anal gland emptied on a regular basis and inside more need their nails cut more.
even short hair dogs do shed there hair gets caught in the carpet and clothes and hard to get out a long hair is easier to get off everything but because it's long easier to see.

poodles don't shed. I have a Bichon Frise and they don't shed either. The only thing is that because her fur is curly and white she is kinda high maintenance. She needs to be bathed and clipped regularly, and combed every day. But it doesn't take that long really, especially if you do it everyday from very young they get used to it and squirm less. i have pretty bad asthma and because she doesn't shed, she doesn't affect me at all.

Here is the web address of a site that list a ton.

I wanted to put the whole list here for you but the page with the list is copyrighted and wouldn't let me copy and paste. It has a long list and when you click on the breed it shows a picture and info on the breed that would be helpful to you in deciding which dog is best for you.

Shih Tzus are great! They shed almost none, they are the most loving little things, but not clingy. They are sturdy enough to have around other dogs and children (I have a doberman and 2 grandsons). Only downside, they are hard to housebreak. I use puppy pads because I don't want her outside, and she does really good.

Cairn Terrier. Great dogs. Bring a lot of money for a good one. But worth it. Smart, don't shed, and easily trained. Also, it's the "owner" who has to be pro-active with the training.

Yes, a maltese or a maltese shitzu. They're very easy to train, and shed very little fur. They also don't mind spending most of the day indoors.
