The number is probably somewhat higher than 1 out of 3. Even in an anonymous poll, people are reluctant to tell the truth about certain things, including drug use.
The problem with illegal drugs is that they tend to become habit forming. I read that a person who uses crack only once may become addicted. And a crack addiction is hard to overcome. Crystal meth is also very addictive and it's hard to get rid of the habit. These and other drugs tend to be rather expensive and many othewise decent people may turn to crime to support their habits.
The problem with illegal drugs is that they are insidious; they "creep up" on you. Nobody sits down for their first puff of crack with the intent of becoming addicted. But it happens.
The U.S. spends far too much money on the "War on Drugs," and the problem has gotten worse rather than better. IMO, we should cut back on our interdiction efforts and focus more on education and treatment. The best way to deal with our drug problem is to keep people off drugs by educating them. Failing that, we should treat them.
We have compulsory education in this country. The idea is that spending money to educate the population is an investment rather than an expense. So, too, is an educational approach to try to keep people from using drugs.
The big problem here is that people who use certain drugs, illegal and legal (prescriptions), stand a very good chance of ruining their lives and the lives of people around them.
