He dumps it along the property line and sometimes even on our property. It smells awful. When I tried to talk to him about it, he said, "it isn't a problem for us. We have always just dumped it." He wasn't even apologetic about the litter he put in our yard. I can call the police, file a complaint. But in the meantime, how can I get him to stop? And what can I do about the smell? We keep our windows open and like to be outside on our porch.

sounds like he has grown accustomed to the bad scent. write him a nice, polite letter asking him again to dump it somewhere else, point out the smell problems it causes and how it diminishes your use of your property, like the inablity to open the windows or go on the porch. make sure to date the letter and keep a photocopy. you might even send it registerted mail, even though you are next door--that will tell him you are serious. if he does not respond, be prepared to take the next step, ie police or filing a complaint. the letter will make it seem like you are the reasonable one.

Is your property line clearly marked? If so, you can ask him to keep it on his side of the line - doesn't help with the smell, though. Ask him to cover the litter with soil or sand.

You could compromise and tell him you would be willing to dig him a pit in the back of his property in which to dump the litter if he stops dumping it along the property line.

If you're in a suburban or urban area, are there housing restrictions or a neighborhood association that may have rules against this? If you're in a rural area, do you have a well? Could you make the argument that the litter (depending upon what kind it is) is a hazard to the water supply?

Kitty litter can be made of all kinds of things, I'd worry more about the environmental impact of pounds of the stuff slowly degrading (or not) in my yard.

If my neighbor did that I would take a shovel and move it all back onto his property.(but dont stoop to his level) Call the health department. That is a HUGE health risk for people to breath in the fecal matter and dust. Cat feces can have all sorts of bacteria in it. It is also a health risk to other kitties that could get sick from it. You can also call animal control because this guy doesnt have the welfare of his kitty in mind when he does this. It is not that hard to take the kitty litter and throw it in a trash bag and put it in the outside trash can. Do not take this kinda crap, no pun intended, from your neighbor. He is also littering. Go ove there and tell him straight to his face that if he does not stop and pick up all his cat litter that you will file a complaint with the health department and animal control. For the smell now you can pure baking soda over top of it. This works the best for obsorbing the odors. Good Luck :-)

I bet you get a lot of abuse - I did when asking a question about neighbour related pet problems. The generall thing was don`t be so petty, love thy neighbour, that sort of thing! Pepper dust should deter the cats. Otherwise use a washing up liquid bottlle and squirt them with water - it doesn`t hurt them at all but just gets the message through, Good luck, other peoples pet control or lack of it can be a reall problem.

Your neighbor has no class and no education, but you can teach him some.
First, write him a polite letter, explaining how this action is getting to be a problem for you.
If it doesn't work, you can try the health department or the police. Show them a copy of the letter you sent him.

Get your husband to pee along the boundary line. It's great fertilizer for roses. Then you'll have something to bargain with.

i super agree with Katie C. she has the right idea, and she's right about the health risk. you could get very sick from inhaling this stuff. if there is anyone pregnant around (man or beast), keep them away!!! the bacteria could harm or kill the fetus(s).
