Your concern about your dog is great, but the question is: Is the dog happy? If she gets to spend plently of time with you when you are home and seems to have no behavioral problems, then she probably is alright. And as was pointed out above, she probably sleeps most of the time while you are gone anyway. On the other hand, I think it is good for a dog to have a friend to stay home with her while you are at work. That is why I have two dogs. They keep each other company while I am gone. It depends on the dog. Some are more secure while alone than others. It is really a judgment call on the part of the owner.

Call the police department and tell them your concerns, just as you have done here. They will check on the home and if no answer from inside they will call animal control and get the dog out.
If it is there alone, without a human for 3 or 4 days, that is abandonment and the owner, if found will be charged for it. If not, they will hold the dog for a week and then try to re home it.

Find what motivates your dog. Some dogs do anything for food. Some dogs do anything for Toys. Some do anything for a good petting. Some do anything for only one type of food, like cheese, or hotdog. Some only have interest in training for 5 minutes at a time, and others can go for an hour. Sign up for a dog obedience training class. It will not train your dog. It will give you training on how you can train your dog. Most people understand the idea of training, but there is a right and a wrong way to do it, and there is good and bad technique. Timing and consistency is very important, and it helps to have feedback of someone watching you who can help you improve your technique to get more efficient results with your dog.
However, she may be somewhat anxious around other dogs, sort of like the shy kid on the playground. She will benefit from continuing what you are doing as far as asking her to sit before entering, but there are more things along those lines that will help her to calmly go in and out of the dog park. She may also benefit from going in short bursts, or only when fewer dogs are present, or avoiding times when other dogs that make her nervous are present. Maybe she just plays loud - my brother's dog is this way - or maybe she is a dogpark bully - sorry it is possible. But more likely she is just a little anxious around new dogs and she wants to play but just doesn't quite know how to do that and still feel comfortable. Don't be surprised if your dog does not actually like the dog park, and maybe she would get more enjoyment and less stress out of simply going for a good walk somewhere else.
A wagging tail does not mean that your dog is happy or even comfortable with the situation. It means your dog is emotionally aroused. This could be a happy arousal, or it could be a nervous arousal, or it could be an aggressive arousal. Go youtube it, there are plenty of videos of 'vicious' dogs who are throwing a very aggressive fit of barking and snarling while their tail is wagging vigorously. Even police dogs who are not let off the leash to chase down a suspect can be lunging and barking and snarling, and their tails are still going.

Call the police, you never know the owner could be inside but hurt or worse!! dogs bark to allert someone that somethings wrong, i d go over and check if you can see anyone if not id phone the police and they will contact the RSPCA if need be!

Call the police - it won't do any harm, even if everything turns out to be ok. The RSPCA can't gain access to a property without the police, so ring the police first. They'll call the RSPCA if necessary.,

well obviously alot of people have settled this question, But ummm yeh call someone! it is cruelty to leave a dog alone in the house like that. Even with food and water. Atleast have someone to checkup on it and walk it etc. Not just leave it in the house like that. It is in FACT cruel. so yeh. Pick up the phone please.

Call the RSPCA immediatley! The owner could be seriously ill or the dog could be left alone and hungry and going mad in the heat etc.

I can't beleive anyone had to ask this question! You should have called days ago. Neighbors are supposed to look out for each other in situations like this. I sure would have called no later than day 2. You suspect maybe she died in there? I sure hope that you don't find out that a simple phone call 2 days ago could have saved her!
MAKE A PHONE CALL!!!!!!!!!!!!!!!!!

Call your local animal control!!! You are contributing to the animal's suffering if you just sit around and watch. Go feed and water the dog then call animal control or your local humane society!!
