You must have the installation disk, and install each program onto the new computer, and here's why.
When you install a program, parts of the program are installed into it's Program Files folder. Other parts are installed in the Windows System or Windows System32 folder. When each of these shared files are installed, entries are also added to the Registry. It would be nearly impossible to manually duplicate the process correctly on a manual basis. GET THE DISK.
Good luck and Happy Computing!

Most programs not only put files into the "program files" directory, but they add dll and other files into parts of the "windows" directory, as well as add entries into the registry so it can find all the files needed. Copying over the "program files" will not work for most programs.
This is done to keep people from stealing software by copying it to dozens of computers. And also because dlls and other files have to be located in "windows" to work properly.
So the only way to get those programs to run on the new computer is to reinstall them using the original CD or downloaded install file.

most computer programs put an entry into the system registry when they are installed. Without this entry, the program wn't work. Copying the program folder does no good in trying to install the program on another computer. You gotta re-install the program on the new computer when you get it.

Your problem is that you're only copying the program files and not the registry information.
You can image the hard drive and copy the image to the new (formatted) hard drive.
I don't recommend this. I would create fresh installations of the programs, from the original installation files/CDs, on the new computer.

transferring data needs communicating among them.
you need NIC (network interconnect card) Ethernet cable to connect between the PC. it ll be little difficult for you to choose this option....coz you have to be little fa miller with networking to do the step you need to provide an IP add. to each PC.
so, go for this option..
get a CD or DVD Rewritable Disc. (note. you much have a CD/DVD Writer)
these media are erasable. you can write many time or erase many time. copy the data. after copying to another PC erase the CD or DVD and write the next data. so on till you completely done.
and if you are thinking about the programs in the start program menu option just stop thinking.... that will make your brain rest

you will need the instsllation disks for the programs and install them on your new computer.
You can transfer data (docs, pics, music) but you can not transfer the actual program.
