I work for mental health, so I have seen a lot of people responding to voices in their heads, etc.

I have a friend who has Bipolar DIsorder and he talks to himself a lot. I don't think he's hearing voices, he's just kind of hyper and he loves to talk; whether somebody else is there or not. I heard him talking away once when he was in my basement and nobody else was down there. I don't really mind, I kind of get a kick out of it.

What confuses me now is that so many people have cell phones, I think they're talking to themselves until I see the phone. It's harder to tell the difference between psychotic people and everybody else.

I talk to myself. My best friend talks to himself. I do it in order to feel like there's someone who I can talk to, or at least to hear my own voice so that it doesn't seem like I'm so alone when no one is around. I also do it in order to see how an outcome will be in a conversation, or if I need validation for something I did, if no one is around. There are no voices in my head that I talk to but my own. My friend does it because he's a writer and he wants to enact scenes from his stories to see if they play out right. My brother does it for the same reason I do; to not be alone. He's not talking to anyone but himself, simply because no one else is there to answer him. It's perfectly normal, and your friend is mostly likely not crazy. He's just in his own little world.

Talking to oneself is not necessarily the symptom of a mental disease. It really depends on other behaviors other than the self-talk... you are not giving much information on this person but if you notice anything unusual besides the talking (for example strange drawings/paintings, rituals, movements) then you should convince this person to seek help.
Talking to ourselves can be a way to relieve stress and pressure and, for some, it aids concentration. Hope this helps.

Yes. I sold Risperdal for five years. I visited all of the mental hospitals you could think of. Schizophrenia is a strange disease. You can walk right past the patient and they will be involved in another world. But at the same time they can still interact with this world. Very strange to say the least.

Yes, I've met people to talk to themselves. It's not necessarily 'wrong' or abnormal, though.

yes... my ex talked to herself all the time. She constantly mumbled under her breath just to where I couldn't quite make out what she said.
