The media isn't telling us the truth about ethanol. Using ethanol as a fuel actually generates as much carbon dioxide (greenhouse gases) as using gasoline. You see, ethanol is made from fermentation of organic materials (corn, sugarcane, etc.). The fermentation process gives off carbon dioxide! After fermentation, you then need to distill (boil off) the ethanol ... this requires energy. In the US, the distillation is usually fueled by coal or oil, which generates even more carbon dioxide. When you finally have ethanol, you will need to burn it in your car. This also generates carbon dioxide.

I read your question to state "When will America accept ethanol as the nation's gas?"
You will never get Americans or any other group of people to agree 100% on anything.
Also there are better solutions than ethanol. Producing ethanol is energy intensive. You get very little net gain in the amount of energy produced. That is one of the reasons that there is controversy over the use of ethanol.

when its cheaper and easier to get than gasoline.
Then... and only then... will large numbers of existing cars be modified to use it.
Gasoline has appx twice the BTU energy content per gallon that Ethanol has. So you would expect both reduced power AND reduced fuel mileage using it....
but you can burn much more alcohol for the same amount of oxygen.
The end result is you can actually get more power out of an engine using alcohol fuel, but the fuel mileage is dismal.

When it is economical to produce. It require more petroleum product to manufacture ethanol from corn. Brazil method is economical, because labor is cheaper and they use farm waste to help distill ethanol from sugar cane. The hope is that we can some day economically make ethanol out of certain types of waste.

Hopefully, never. Production of ethanol from crops consumes more energy than it produces.
