Not something like on Disney Channel or The N. And not something too inappropriate like having sexual content. Bad language is fine to an extent.

It really depends on what you think is "inappropriate". And what the 13year old is into..
Here's a few...
Kyle XY (abc family & abc)-- second season premiers Monday. But you can view season 1 online.
Heroes (NBC) - on hiatus now. but again you can view episodes online. One of the top shows for teens.. (a bit gory though)
7th Heaven (CW and syndicated on various cable networks) - cancelled now but in reruns.
ALSO -- lots more that have more general appeal but key teen characters Eureka (sci-fi), Ghost Whisperer (CBS), Ugly Betty (ABC).

These days there isn't anything that certain because these days alot of 13 year olds watch below or above their age group there isn't really a perfect show for 13year olds

I'm fifteen i was thirteen not to long ago...
On cartoon network theres a show called Naruto
One of my favorite shows of all time...
(just make sure not to go on the internet and watch the japanese one's japanese people have bad mouths at times)
