dependent Green card -how to and how long?

Hi,
I am a citizen of Russian Federation. I am a graduate student on a F-1 Visa.

My Father works as a University researcher and planning to apply for Green Card. Me and my mom are planning to apply through dependent category.

Should we apply along with his application as dependent or should only apply after his application has been accepted.

Also how long does it take usually for a person like my Father (Russian citizen) to get an answer and how long for the dependents to get an answer.

Apply as a dependent of your father because the records of your father will determine your status.
