The bacterial flagellum is one of the most striking organelles found in biology. In Escherichia coli the flagellum is about 10 μm long, but the helical filament is only 20 nm wide and the basal body about 45 nm wide. The flagellum is made up of approximately 20 major protein parts with another 20-30 proteins with roles in construction and taxis

A flagellum is an organelle found in some microbes, as well as in the sperm cells of animals. The flagellum is a long, slender, whip-like appendage that causes motion. Some swirl around while others lash back and forth. Nobody created flagella; they evolved separately in the different groups of organisms that possess them.

Micro-biologists are now admitting that this couldn't have evolved.
The entire flagellum cannot function with any of it's individual parts missing. So this disproves evolution as each part couldn't have evolved separately. All it's parts have to be there at the same time in order for it to function.
An amazing proof of creation.

I'm not sure what you mean by "who created it".

in a bacteria/cell, flagellum is a whip-like structure which mobilizes it. a good example of flagellum is found on the sperm cells.

first, nobody created them. that was the work of evolution.

but anyway, bacteria are germs. simple enough. and flagellum are cells that have tail like structures used to propel themselves. usually one or two. so all it is is a germ cell that propels its body with a tail like structure.

It depends. The scientific answer is: evolution created it. Or, if you believe in intelligent design, God did.
