The TV reporters that were there when we were also said, PaNom Pin.
The Vietnamese that came and lived in my town after the embassy fell and we finally got out called it Pa-noum Pin also.
I guess it depends on Dialect and stuff.

It's just pronounced NOM PEN. been there done that. radical town.
