The condition is called esophageal varices-varicose veins in the esophagus, the tube going to the stomach.
The hardening of the liver from the cirrhosis leads to high pressure in the hepatic portal vein, which returns blood from the liver to the heart. The veins draining the esophagus are connected to the hepatic portal vein and this causes a back pressure in those veins, causing them to dilate and develop weak spots. I have seen these varices rupture and the person bled to death before anything could be done to stop it, so it is potentially a deadly problem. That was a very severe case, though-only a doctor could say how serious any one person's disorder is.

Cirrhosis of the liver can cause varicose veins in the lower esophagus. This is caused by portal vein hypertension. The portal vein transports blood FROM the gut (lower esophagus, stomach, small and large intestine ) TO the liver. Portal vein hypertension can therefore lead to dilated veins in the esophagus; bleeding from these veins can be life threatening. If you have cirrhosis and are vomiting blood call and ambulance to go the hospital ASAP.

Incidentally the liver has two venous systems and one arterial system. The portal vein as outlined above. The hepatic vein transports blood from the liver to the vena cava and back to the heart. The hepatic artery delivers oxygenated blood from the heart/lungs to the liver.

Cirrohsis of the liver is usually unrelated to throat problems. Check www.webmd.com or www.healthline.com for information on symptoms you are experiencing.
