The help desk and programming jobs have been outsourced. Some of the help desk jobs are coming back, since language and cultural issues have affected customer service. But it's hard to outsource networking, database management, and data communications, since you need to be on-site to perform many of the tasks associated with these careers. It hasn't worked well to outsource systems analysis or computer engineering at times either, since you're sharing very proprietary info with outside consultants and/or it takes a lot of time and effort to coordinate large IT projects, and the more language and cultural barriers, the more difficult it is to manage a complex project (let alone manage all the issues with time zones that affect being able to communicate on a project as a team).

Here's the fastest growing occupations for 2004-2014 that are computer related, according to the US Dept of Labor:
(they usually require a bachelors degree and usually make over $43,000):

1) Computer scientists and network systems and data communications analysts
2) Computer software engineers, applications
3) Computer software engineers, systems software
4) Network and computer systems administrators
5) Computer scientists and database administrators
6) Computer systems analysts

Here's the link to the descriptions of each of the jobs: http://www.bls.gov/oco/oco1002.htm

I've been a computer programmer, help desk agent, help desk administrator, IT trainer, college computer instructor and program coordinator. I have friends who work in the field and have seen computer jobs outsourced-some of it works, some of it hasn't. Lots of baby boomers are retiring, and people are scared off from IT because of the dot.com blow-ups and the outsourcing. So we're going to have a huge shortage of IT professionals over the next 5 years.

Good luck!
