For specific weight allowances you really should check with your airline.
Most backpacks are allowed as a carry on, however if you are traveling on a smaller regional or commuter aircraft you may be required to "gate check" on oversized or bulky bag. These aircraft have smaller overhead and underseat storage areas than the average mainline aircraft. You would claim an item that was "gate checked" immediately after getting off the aircraft at your destination.

No easy answer here. Many airlines are different and it depends alot on whether the flight is domestic or international. Many airlines do have weight limits on carry on baggage. Air Asia limits to 8 kilos and charges big bucks if you are over. Most international flights have a 70 lb. per bag limit and this is to help the baggage checkers. 70 pounds is bad enough. If you have a ticket already check out the fine print. There is usually some info there and if not there will at least be a number to call or a website for the airlines listed. Be careful with this. Many airlines make extra money this way and its no fun when they stick you with an extra $20 to $150 bucks.

I am pretty sure that carry-ons don't have a weight limit, just depends on the size, pretty much if it can fit is the overhead cabin, or under the seat in front of you!!! Also, you can use backpacks as carry-ons!!

Go to the TSA's website. They're tell you everything you could possibly want to know and more about flying. There's a huge list of things you can and cannot have, and in which bags you can have them in.
