A black tie request would mean full tux. Full tie or bow tie is up to you, but a vest and jacket are required. If you don't want to rent a tux or don't own one - then a black suit would be fine. You can purchase a black tie and vest to dress up your suit.

Any invitation that has the word "Black Tie" requires you to dress in formal attire. Your host is asking that your mode of dress fits in with the style, decor, and ambiance of the wedding. If you choose not to wear a tuxedo you will stand out and be noticed by the host and the guests.

Black tie normally means you have to wear tuxedo. My husband and I went to a black tie wedding last year, my husband only wore a black suit and tie and it was fine. Most man in the party were wearing suit as well. But the immediate family of the bride and groom did wear tuxedo and gowns.

Black tie is a tuxedo (black, no tails), and black bow-tie and optional colored cummerbund (black is best and easiest option)
White tie is a tuxedo (black, tails) white bow tie and cummerbund, and gloves (optional)
Vest is optional (instead of cummerbund) but leave the ascot ties for weddings.
