These sites are used by everyone on the earth. Chances of getting a job cannot be overruled, but chances are it is not that effective too.
The best way to get a job is:
a) network with your friends and expand the circle
b) attend networking clubs
c) search for companies you are interested in and apply in their web sites
d) keep your employment options flexible (willing to travel and so on, of course if you can)

Can't tell from your question if you've posted your resume on the sites, and are waiting to hear from employers, or if you are actively pursuing relevant jobs.
For a better chance at success, you can set up email alerts that will notify you when a specific job is posted that meets your keywords, and then you can send your resume directly to the company instead of waiting for them to find you.

Yes they really work. Also try networking with family and friends. Join groups and network there.

I think you'd be better off investigating your local market through your local classifieds or www.craigslist.org
