Yes, but it's kind of a light load. Use a .243, minimum.
And, for all of you that are opening your yaps about "Big game", run a search for fallow deer. You know not of which you speak.

Can you kill Fallow deer with a .204 Ruger? Sure. Is it ethical??? NO.
The .204 Ruger shoots a .32 grain bullet slimmer than a .22 bullet. It is a varmint gun. Anything smaller than a .243 Winchester is a varmint gun, not a deer gun. Fallow deer can get up to 100 lbs. Shooting them with a skinny, light-weight bullet can result in a suface blow out or bullet defection which will condemn the deer to a slow, lingering death and no venison for the hunter.
Shoot Fallow deer with at least a .243 or a .25-06 Remington. Use your .204 to punch paper, shoot rats or other vermin not deer.

You could kill a fallow with a .22 LR if you wanted, but you have absolutely no room for error when you shoot at it, the same goes for a .204 ruger. They don't carry the energy needed to take one out, besides, it is not ethical. If you must use the 204, which I don't recommend, shot placement is 100% important.

It's an ethical question yes you can. but very similar to shoot a squirrel with a bazooka. ask a stupid question get a stupid answer. OK maybe it's the only thing you have as an option or you are making an argument with some one. yes you can if you have too. but you better do two things 1.-practice until you can hit a poker chip at 150 yards 90% of the time. 2.-cut an x into the top of the bullet/projectile, so when you shoot it it's a clean kill. luck

Probably, but I would bet it wouldn't meet the minimum caliber limits. I have heard of deer killed with 22 lr even, but when using small calibers shot placement becomes vital.

No. Don't even try. The bullet is way too small and may just seriously injure the deer. If you respect what ypu're hunting, you;d use enough gun to make sure to put it out true.

Yes, but you'd better use something like a barnes bullet which will penetrate instead of breaking up.
Any but broadside shots would probably not be ethical.
Some locations might prohibit .22 bore or less.
