It should be something that's meaningful to you that you're not going to regret in a year or two. You don't want to be the guy on the phone hearing, "Sorry you tiger now!" (I love that ad.)

First, ask why you want a tattoo. Most people get tattoos for one of three reasons: 1) They want to display a certain kind of art, 2) They want to memorialize someone or something, 3) They look cool and everyone they know has one.
If you are going for the latter reason, don't get one.
If you are going for one of the first two reasons, you should already have something in mind.
What does that tell you?
The only reason I say this is because I just came to the same realization. I really want one, but I couldn't decide on anything. I realized there was nothing I wanted on me permanently. So, I decided my reasons for wanting one weren't strong enough.
EDIT: DO NOT get a tattoo on your lower back. Many men think those tattoos are an indication that a woman is easy. It's even parodied in the movie Wedding Crashers. Seriously, almost every porn star has one there.
EDIT: My best friend got a tattoo of Betty Boop on her lower leg above her ankle. Her sister-in-law got an identical one. They have my best friend's mom's initials there as well. Her mom died two years ago. Her mom was also a huge Boop fan, so she will never regret this tattoo.

I would suggest getting something that has meaning to you, so you don't regret getting it later. My husband is in the military and served in Iraq so I got a yellow ribbion on my right shoulder. Think about something that you are proud of and just go for it!!

You should get something that has meaning to you. Have you seen Lindsay Lohans tattoo on her wrist that says Breath? Get something that will have a significance to you.

I know someone who has a small salamander on her lower ankle / foot. It's really cool! Just get something meaningful and in a place you can cover up easily.
