If the person is a habitual drunk driver, they will be caught. You can report a drunk driver anytime to the police, in fact I hope you do. The insurance company can't act on hearsay. If the drunk gets into a wreck and blows over the limit, or gets pulled over and is found guilty of DUI then they can raise the rates.
