I'm not sure. I have really bad knees. Patially torn ACL or part of my meniscus is removed in my left knee, and my right ACL completly torn. You should try taking a belly dancing class, it's very low impact on the knees and fun. Some adult school and communities offer it. It'll tone up your hips and tummy in no time. Don't get discouraged if you can't a lot of the movements at first. It's really fun.

However, I can tell you that physiologically, if you need to loose weight (fat) around your abdomen, that you must engage in fat burning exercise. This typically means that you have to engage in an exercise that sustains your heart rate at 65% of your maxium for at least 40 minutes...some examples include swimming, brisk walking, ellipitical machines, etc. Yet, since fat is simply a storage of energy and not a contractile tissue (like muscle), we cannot pick the parts where our body will burn fat. In other words, as you begin to loose weight from your exercise, you might loose it from your stomach, or it could come from your thighs, etc.

Unless your "lack of stomach muscles" results in a functional limitation (being able to get out of bed, unable to complete certain activities due to back pain), you'd probably be better off getting a personal trainer. Using exercise for "Building muscles" and loosing fat for aesthetic purposes is their forte.
