Clipping the nails of a tiny dog is tricky business. You may have to go to your vet to get it done - it won't cost much. Or, if you have a second person available, one of you can wrap her in a towel and hold her still while the other one clips her nails. Be careful, though, because if she twitches while you are clipping you could slip and cut into the quick of her nails, and make her bleed. If that happens, put some flour or talc on the exposed nail to help staunch the bleeding.

It's expensive to pay for a vet visit just to clip the nails! If you're here in the states you may be near a large pet store like Petco or Petsmart and they will do it for about 10 bucks. Or call a groomer. Sometimes they have good rates.
UPCO has a grooming sling for fussy footed dogs. Check that out. Go to their site and type in Grooming sling in the upper left hand corner. OR you could just have someone hold him while you clip.

chihuahuas are very difficult to get groomed. they are super active and very untrusting of strangers. if they are clipped improperly, they will never forget it and you will have a hard time doing it in the future. most groomers turn away chihuahuas because of their nasty attitude towards strangers. you may need a vet to do it or a very, very professional groomer who has experience at handling chihuahuas. good luck. if its a puppy, u probably don't need to clip the nails anyway, just take him for more walks...that would explain the endless energy. walk him keeping a tight lease on pavement. this will do the trick
