Cooling tower is to cool hot return water from heat exchangers . The operational problem which affects efficient cooling by natural draft cooling tower are off design operating parameters of cooling air e.g

1.Humidity of ambient air reaching very high or saturated( seasonal raise in humidity of air RH 100%)
2.Tower approach very low even lower than 2.5 deg. C ( seasonal W.B temp. rise )
{Tower approach =Difference of Wet bulb temperature of incoming cooling air and outgoing cold water} .
3. Packing fouling :Air flow channeling thru the disturbed / fouled packings causing inefficient heat transfer between air and water

The considerations already listed are representative of all cooling towers, natural draft and force/induced draft-alike. There are no problems inherent to just natural draft towers.
