Phar Lap (Australia's best ever race horse)
National Velvet (Liz Taylor, Mickey Rooney, steeplechase)
The Killing (not a horse racing movie, but one about a heist at a race track - Stanley Kubrick, really good)
The Longshot (Tim Conway comedy about hapless gamblers)
Let It Ride (another gambling film set at a track - Richard Dreyfuss, SEE THIS MOVIE!)

Seabiscuit is the absolute best horse racing movie I have ever seen. It shows the colt's whole life and forms it into the story of all the people around him. It was masterfully done. I don't think there will ever be another as good as that movie... but it had some help because the book is what made it that awesome... the book was so in depth and so well researched and so detailed... and that passed over into the movie beautifully.
My second favorite horse racing movie is Dreamer, but it's not really based on a true story as much as Seabiscuit. I mean the horse in the movie breaks down and comes back the same as Mariah's Storm did, but it's not the story of Mariah's Storm and her people... it's a story about Dakota Fanning's family and their horse. It has some great horse racing scenes and shows a lot of what people don't normally see (the racing scenes aren't just during the race, but during training and during saddling, and choosing races and lots of things like that... and people tend to forget about those things). It's a great movie, but if you're looking for a real racing movie, I'd go with Seabiscuit first... if you're looking for a good family story, I'd go with Dreamer.
Black Beauty is a good horse movie, but not about racing... except that Ginger does some cross country racing in it. It's kinda a sad movie... I watch it when it's a sad rainy day.
Phar Lap is a good story about a very good horse. But it's getting kinda old. I've only watched it once and it was a couple years ago, so my memory is not the freshest, but I remember that some of the scenes were so dark that I couldn't tell what was happening at all. But it is a true story and the horse was pretty amazing, so I'd recommend it. It's not my favorite... I like Seabiscuit and Dreamer a lot more... but I think Phar Lap's story is something you should see at least once.
I hope that helps!

I have always been partial to Kentucky, a film made about 70 years ago starring Walter Brennan. A really good movie that will have you cheering at the end. Let is Ride is the best film about horse racing betting. It is interesting to me that Seabiscuit was the subject of what many consider to be the best horse racing film of all time and one of the worst, The Story of Seabiscuit, with Shirley Temple.

Seabiscuit and National Velvet have already been listed.
Although, "Man from Snowy River" is not actually a horse racing movie but it has a race and lots of horse scenes in it. It also mentions Regret, and her last foal, a real fun twist on the Kentucky Derby.

Seabiscuit, Phar-Lap, Casey's Shadow, Black Beauty, The Black Stallion, The Man from Snowy River and its sequel, Return to Snowy River, National and International Velvet, Spirit: Stallion of the Cimmarron- these are just a few of my favorite horse and racing movies. Not all of them are about racing or feature races, but most do. Most if not all of these movies are available for sale or rental on VHS or DVD format. Hope this helps.

Seabiscuit was a great movie. If you get a chance, read the book. Couldn't put it down. The book explains in detail about the racing "language".
