From the outside layer of wheat grains...the husk, it isn't included in flour, except "Graham whole wheat" flour, which includes the bran...possibly, tho' don't know, from the outside husk of rice too, since white rice is also scoured of it's shell, which , incidentally, like wheat bran has most of the good stuff in it.
