I'm going to redo my bathroom. I would like to keep the budget low, which probably won't be hard, because it is VERY small. It has a built-in tub, a closet, a toilet, and a sink with a cabinet under it. The floors are terracotta tile, which I would like to keep. The walls and ceiling are textured, but I would like for them to be smooth.
Any tips or ideas on colors (I'm open to anything, but it has to match the terracotta tile) or anything?

I'm thinking about painting the walls either a dark burnt orange or a deep yellow. I'll get a new shower curtain that goes with those colors, paint the cabinets, get new accessories.

Leave the texture and do a Tuscan bathroom! Terra cotta vessels, rustic urns, hand-painted Italian ceramics and glass or metal containers clustered together, are Tuscan accents that give the bathroom an old world look. Glass apothecary jars and glass bath cruets add a touch of refinement to the basic necessities of the bath and are perfect for holding bath salts, oils and soaps. Plaster and stucco, natural stones like marble and travertine, glass, wrought iron and terra cotta have been Mediterranean decorating basics for centuries and are ideal materials when creating Tuscan bathrooms.
Create visual depth with heavily textured walls and rich Mediterranean color. Yellow and orange are signature colors in Tuscan interior design. Yellow is subdued and found in shades of gold as seen in golden olive oil and creamy stucco walls in ancient buildings. Shades of gold are Mediterranean neutrals found on floors and walls as well as in cabinetry and furniture. The orange in Mediterranean design is burnt terra cotta orange or even darker. Rusty burnt orange is used on walls and floors. Darkest shades are found in dark cabinetry and furniture. For accent colors, warm tomato red, cobalt blue, olive green and golden sunflower yellow are often found in ceramic art throughout southern Europe.

Just please dont do cutesy themes that some people use, and do not use wallpaper borders. Ughh.
My last bathroom was painted in a terracotta color and very pretty. Its almost like a dark, burnt orange color.
Accent with either chromes or something nice that matches the furniture in your bathroom. Again, no cutesy prints on trash cans, toothbrush holders, etc.
Hang large pictures if you have a large empty wall. Like something you would see in a living room. Just because its a bathroom does not mean you need bathroom prints.
Change out your lighting for something nice, or even hang a chandelier if thats the look that you like.
Put a frame around your mirror, or hang an individual framed mirror.
Put some nice fake potted plants around.
Hope this helps with some ideas.

I too have a very small bathroom and just redecorated it. I put in tile floors, white vanity and sink, white medicine cabinet, and lighting. I also put in a space saver toilet. All of this makes my bathroom look brighter, cleaner, and larger. My tile floor is a dark beige. So, I did the neccessities in white which draws the attention to the tile floor and the decorations I matched to the floor to bring that color out in the room without making the bathroom seem too small and over loaded. Accenting to match the terracotta tile will make your floor the focus and tie everything in together but not make your bathroom seem too small or like a dungeon.

Before you do anything, consider the 'style' of the rest of your home. Should be a harmonious transition from room to room.
What look do you want, serene, colourful, etc.
Check out some web sites bhg.com is v. good re: design and ideas. They also have other magazine publications, i.e, creative home, Ideas Under $100, etc.
Well worth to invest in a few magazines than not like the end result and do over again.

A Tuscan theme would look nice with the terracotta tile. A golden color sponged with a lighter golden color and accent with greenery. I am not sure what color your cabinetry is but that can also be painted/glazed for an aged Tuscan look.

2] shower curtain - small print, stripe, or solid; wall color, floor color, or mix of both
3] add rug/carpet in one of colors from curtain
4] add towels that match curtain print; or one of wall floor color, floor, or any curtain color.
5] match toothbrush holder, tumbler, soap and/or lotion dispenser, and trash can to one color
6] a large mirror from wall to wall, over sink and toilet will make room appear bigger

a bidet. Depending on your usage, it might pay back for itself from the savings on toilet paper usage. Thus the trees can live, create oxygen, all and fight global warming
