No for hatching inside your cat,
Get BT dunks for your fountain. You can buy at any garden center. Won't harm birds or your cat.

They wouldn't spawn inside her stomach... but their eggs can be on, and sometimes inside her skin. For that, get flea, tick, and mosquito medications from your vet , but the vet will usually give you something you could buy at a Wal-Mart. So basically look for Frontline products for mosquitoes.
